Just in case it isn't clear, the carrot cop has fired a messenger bird out of his mouth. I've been watching a lot of Naruto and crazy stuff happens like this all the time. In the first few seasons they explained everything (sometimes over 2-4 episodes) these days less so and that's pretty funny to me.
